A Modest Proposal for Reforming the Federal Communications Commission

This paper follows a distinguished tradition: On several occasions, officials who have served on one of the major independent agencies have stated their dissatisfaction with the present agency processes and the need for reform. That is also the purpose here. But the reform suggested is modest and restricted to one agency, the Federal Communications Commission.
