Mr. Lubar, is the founder of RelayServices, a wireless Standards & technology Policy consultancy based in Boulder, Colorado. He’s also an active participant in Standards Development and is a voting member of the IEEE 802 Standards body, as well as voting member of the IEEE’s SCC41 & P1900 Standards groups whose focus is on Cognitive Radio and Dynamic Spectrum access technologies.
